The 2004 Madrid train bombings killed 191 people, like many such events, was preceded by a drill. NATO Secretary General, Jaap de Hoop Scheffer, who visited Madrid on 1 March 2004, 3 days before the exercise, described it as a "coincidence" that on 4 March 2004, there was an anti-terrorist exercise (CMX-04) which anticipated killing 200 people, finishing just a few hours before the bombings.[1]
