Hit squads are teams of people formed to carry out assassinations. In overt police states they may work publicly, but in most countries they aim to operate covertly.

Plausible deniability
Plausible deniability is a key concept in the organisation of assassinations, since (with some recent exceptions such as the assassination of Anwar al-Awlaki) they are generally agreed to be criminal in nature.
Deep state
For high profile actions, such as assassinations of public figures, support from commercially-controlled media is important to maintaining plausible deniability. Deep state groups reportedly vie for control of hit squads, which are employed for intimidation purposes, or as a tool of last resort, to suppress dissenting opinion.
