Preparation for Germ attacks involved infecting its own people by state agencies. Some simulations included training and lobbying in response to natural pandemics, too. Proposed solution is stockpiling and developing vaccines.
Event 201 may have been held about one month after the emergence of SARS-CoV-2 in Wuhan, but about two months before the first public notice about the new virus. In June 2001, Johns Hopkins University had organized a similar simulation of anthrax bio-attacks, about three months before the actual anthrax attacks occurred after September 11.
