Raina MacIntyre is an Australian epidemiologist who led several pandemic preparation exercises just before Covid was declared[1]. She was an influential adviser to the government on several "pandemic responses", including lockdowns, social distancing, face masks and Covid jabs.[2] She was also Australian media's go-to "expert" during the "Covid pandemic".[3]

Public Health measures for pandemic control are draconian by nature.

To stop a virus spreading, we have to stop people having contact with each other, use masks, impose density limits, deploy social distancing and sometimes, when all else fails and the health system collapses, introduce lockdowns.

Early life

Born in Colombo in 1964, MacIntyre moved to Australia in 1973. She is the daughter of Sri Lankan-Australian playwright Ernest MacIntyre and Eleanor Nalini MacIntyre.

Education

She went to Sydney Girls' High School, before studying medicine at the University of Sydney. [5]he was among the first graduates of the Master of Applied Epidemiology program established at the Australian National University by American epidemiologist Michael Lane, to whom she credits her interest in infectious disease epidemiology.[6]

After completing her PhD under Aileen Plant, MacIntyre was sent on a Harkness Fellowship to Johns Hopkins University.[5]

Career

Since 2018 she has been Head of the Biosecurity Program at the Kirby Institute at the University of New South Wales.

She is an "expert" in health intelligence, outbreak detection and mitigation, including that arising from bioterrorism and biological warfare, including control at the population level. [2] Her research has been influential in informing guidelines for health workers. She has extensive expertise in implementing vaccination programs, with a particular interest in adult vaccination and vaccines for bioterrorism.[2] She also is a pusher of an alleged threat from gain of function research[7]

She has led the largest body of research internationally on face masks in health care workers, including the only on cloth masks at the time the "COVID pandemic" began. She has researched "novel masks".[8]

She led the pandemic simulations Exercise Mataika in 2018 and Pacific Eclipse in December 2019 in Australia and the US, which were underpinned by "mathematical modelling" and covered issues such as surveillance, diagnosis, health system capacity, mass quarantine, travel bans and the foundations of epidemic control - prescient, as these all these measures came to pass during the "COVID-19 pandemic".[2]

She started a new journal, published by UNSW, Global Biosecurity, launched in February 2019. She published her first book, Dark Winter - An insider's guide to pandemics and biosecurity in 2022.[2]

In a July 2020 article, MacIntyre suggested, admitting that "it's difficult to sew together 12 layers of fabric" to create your own 12 layered face mask[9]

In December 2024, she released Epiwatch[10], an AI spy tool that works by scanning millions of items of publicly available online data, including social media 'chatter' and local news reports, for early signals of epidemics.[11]

Tackling push-back

Effective communication and tackling push-back against public health measures and disinformation is also key. We saw how important this was during the COVID pandemic.[12]
