Career
Elaine Birch Ruffell had a "30-year career within the UK Government undertook major transformation projects in both the Cabinet Office (implementing the findings of the Butler Report) and the Foreign Office (developing a multi-level leadership & talent management framework). [4] In the civil service, she among other things "led assessment & disruption of narcotic trafficking from Afghanistan to Europe" and built "strategic assessment and foresight capabilities in Central and South America. "
After retiring from the civil service in 2011, she has been a Fellow at the Institute of Statecraft since 2011.[5]
She worked for the the TorchlightGroup Ltd 2014-2016 where she "worked with the senior leadership of several national security organisations to enable leadership development and organisational transformation."[5]
She worked for OCTO from 2011, a company which is "Europe's foremost authority on the leadership and management of crisis and emergency situations."[5]
