DescriptionA remarkable number of terror drills occured in the US on or around the day of 9-11, including drills about the hijacking of planes and the flying them into buildings. This is agreed by many 9-11 researchers to have been an obfuscation tactic, and to have hindered response to the real attacks.

Many drills were carried out on the day of September 11th, 2001. Webster Tarpley has compiled a list of 46 "Drills, Operations, War Games, and Activities of 9/11". [1] Many military exercises in the years leading up to 9/11 had themes similar to the events of that day[2], contradicting the claims of George W. Bush and Condoleezza Rice and other officials in the administration who "asserted that there was no way the government could have known that terrorists would attempt to hijack airplanes and crash them into buildings"[3].

Official narrative

Since Al Qaeda carried out the attacks and the US government was unaware of their plans, the number of ongoing terror drills is coincidental, and should not be construed as evidence against the official narrative.

Explanation

In light of the number of personnel who changes jobs around the time of 9-11, and the set of 9-11/Coincidences, the official narrative gives little comfort, alternative explanations is called for. Drills coincident with an act of "terrorism" serve multiple purposes:

Cover

False flag attacks often use drills as a cover - providing a pretext and fall back explanation if irregularities are observed or if the decision is taken not to carry out a false flag attack.

Diversion

Staff and material were often ill prepared or otherwise disposed, and computers and other technological systems may not be operating normally. Many people were confused whether reported events are an exercise or whether they are really happening, hampering a suitable response to attacks. According to General Eberhart, after the first attack, "it took about 30 seconds" to make the adjustment to the real-world situation, placing questions why the US Air Force was so ineffective.[4]

September 11th

Military exercises

Timely Alert II was a "disaster drill" held that morning at Fort Monmouth, an Army base in New Jersey, about 50 miles south of New York City. Fort Monmouth services also directly assist in the emergency response later in the day.[5] Military exercises (war games) planned for September 11, 2001 included Global Guardian, Vigilant Guardian and Vigilant Warrior.[6]

National Reconnaissance Office

The National Reconnaissance Office had an exercise scheduled for 9 a.m. September 11, 2001 involving a corporate jet crashing into one of the four towers of the NRO Headquarters in Chantilly, Virginia. It was not made public until almost a year later.[7][8]

September 12th

Operation TRIPOD

The Federal Emergency Management Agency had scheduled Operation TRIPOD for September 12th, 2001, as admitted by Rudy Giuliani in testimony to the 9-11/Commission: "The equipment was already there, so we were able to establish a command center there, within three days, that was two and a half to three times bigger than the command center that we had lost at 7 World Trade Center"[9]

Earlier drills

Brian Michael Jenkins wrote that "One week prior to the 9-11 attack, MTA and NYC OEM had been preparing a tabletop exercise to develop plans for recovery of operations and business continuity in the Financial District after a terrorist attack."[10]

United Airlines held a surprise training exercise 12 days before 9/11 in which they were led to believe that one of their planes had crashed. This was so realistic that some employees were physically sick, and lead on the day to clarifications that "This is not a drill!"[11]

In late 2001, Michael Ruppert cited the large number of drills on 9-11 as evidence that the 9-11 Official narrative was mendacious.[12]
