Black projects are programs that are not supposed to leak to the general public. The projects are often utilized in structural deep events. They are funded by a black budget. While some become public - if not by limited hangouts - most are not meant to be discussed.

Black projects are clandestine projects that are not supposed to be revealed by governments, intelligence agencies and their contractors in any way. The official US term is a "Special Access Program[1]". Black projects are often not listed in public files (or only with code names) and are funded by a black budget. Black projects are often made in a black site and used in covert operation. While black projects are given an official narrative[2] when being published, some black projects are state-secret and others end with all their traces deleted, at least officially.[3]


Official Narrative

Most black projects are ordered by governments in good faith. Not everything needs to be made public. Some things are made to protect a country's borders. Revealing the development of these projects or their black budgets would put the whole purpose in danger of being realized. Wikipedia reports that "A black budget article by the Washington Post, based on the information given by Edward Snowden, detailed how the US allocated $52.8 billion in 2012 for the black budget."[4] Black projects and their assigned budget have code names when funded with government money. Military contractors can also start their own black projects, to sell to governments later on.[5]

Concerns

While some black projects can be seemingly innocent high-tech experimental reconnaissance planes, many black projects are used by governments for nefarious purposes. The Tuskegee syphilis experiment serves as a good example.

Coverage

In some cases, these projects can be revealed after completion such as the Manhattan Project[6], several high-tech planes from Lockheed[7] such as the TR-3 Black Manta, or in limited hangouts, such as Osama Bin Laden's CIA connections. Other known cases include several CIA projects, such as MKULTRA (as many files are allegedly deleted) or Project STARGATE. In some cases, however, the clandestine projects are revealed but as a limited modified hangout or with an official narrative and official opposition narrative given to divert from the most damaging pin-points. A good example of this is the Abu Ghraib torture and prisoner abuse. While the abuse was revealed and 17 soldiers were removed from duty, many responsible individuals like John Yoo (who signed off on these actions) were not convicted but instead corporate media mostly focused on the personal stories of the convicted soliders[8][9][10] and blaming 9-11 for the need, even decades later.[11]

Origins

Some projects - like UFOs - could be from a non-human origin. The Fermi Paradox has several theories that support the claims of people being branded as "conspiracy theorists" that some of these black projects are not made by entities on earth.[12]

Wright-Patterson Air Force Base was reported in 2017 to moving this "disc-like" UFO under heavy police-escort.
