Col. Matthew Hepburn, M.D. was part of Operation Warp Speed, the operation which prepared the "Covid-19 vaccines" injected into 81% of the US population and billions worldwide.
Background
Hepburn completed internal medicine residency and infectious diseases fellowship programs at Brooke Army Medical Center. He holds Doctor of Medicine and Bachelor of Science in biomedical engineering degrees from Duke University.
Career
Hepburn is connected to the Center for Global Health Science and Security at Georgetown University. After retiring from 23 years of service in the United States Army as an infectious diseases physician, including 6 years as program manager at DARPA's Biological Technologies Office[1], in 2020 Matt Hepburn led an effort for the Department of Defense called Enabling Technologies[2], and is involved in Operation Warp Speed.
Prior to joining DARPA, Col. Hepburn was Director of Medical Preparedness on the White House National Security Staff. Additional previous assignments include: Chief Medical Officer at a Level II medical facility in Iraq, clinical research director at the US Army Medical Research Institute for Infectious Diseases, exchange officer to the United Kingdom (presumably Porton Down) and internal medicine chief of residents at Brooke Army Medical Center at Fort Sam Houston, Texas. In December 2024m, Robert Malone told how he had mentored Hepburn:
Now, does that mean that DoD was entirely passive in the development of the mRNA "vaccine" products? Absolutely not. Months after Emergency Use (EUA) "authorization" of the Pfizer and Moderna products, I got a call out of the blue from an old colleague that I had worked with on the Ebola vaccine development project that I had spearheaded for another client - New Link Genetics. This was the vaccine that was later sold to Merck and FDA authorized for Ebola (Zaire) prophylaxis. The colleague in question had been an Army Lieutenant Colonel at the time, and I had provided some mentoring to him way back when.[..] He had been reassigned on short notice to project manage the Moderna vaccine project for Operation Warp Speed. He seemed to need to unburden himself about what he had seen and experienced..Point being that yes, a DoD Army Colonel was placed as project manager for OWS/Moderna, but it was a thankless task with little power - essentially a multi-agency cat herding task.[4]
