Don Juan Jose Rovira Sanchez-Herrero was a Spanish diplomat[1][2][3] who attended the 1978 Bilderberg as outgoing Ambassador to the United States. During his career, he led several round of negotiations with the U.S. over military bases in Spain[4]. He was a fervent admirer of General Franco[5]

In 1974, at the time when the Franco government was on its last legs, he led the formal negotiations in Madrid for the "temporary" renewal of the agreement allowing American military forces to use Spanish bases. An American official said that Washington's goal "is not simply an economic swap for military assets" in Spain. "It is," he continued, "a desire for closer political relations as the Spanish enter a period of political stress." Another administration, official said that "what we are trying to do is to insure that our ties with Madrid can survive changes in their government, much as we have been trying to do with Portugal."[6]

  • Secretary Third Class, seconded to the Ministry on July 1, 1945.
  • Foreign Economy Attaché to the London embassy on December 11, 1948. The same to the Legation in Dublin, continuing in his post in London on November 11, 1949.
  • Head of the office of the Government Delegate Commission for the development of the agreements signed on September 26, 1953 with the United States of America on November 22, 1957.
  • Counselor of the Embassy (July 1, 1961) continuing in the situation of special surplus and position of Head of the office of the delegated commission of the Government for the development of agreements with North America, on October 26, 1961.
  • Ambassador in Damascus, Syria (then United Arab Republic) on March 18, 1964.[8], and from 1969, Ambassador to Canada.[9]
  • Ambassador in Ottawa (Canada) on October 29, 1969.
  • Director of the Diplomatic School on July 26, 1973.
  • Undersecretary of Foreign Affairs on January 25, 1974.
  • Extraordinary Ambassador in Special Mission to represent Spain in the funeral honors of the Hon. Mr. Franz Jonas, President of the Republic of Austria on April 25, 1974.
  • Ambassador to the United States of America on October 8, 1976.[10]
