Background
Osman Olcay attended St. Joseph High School and graduated from the Ankara University Faculty of Political Sciences.
Career
He was in the foreign ministry, first as a clerk, then in various capacities in the consular services, including as a NATO delegate. Later he worked at Turkish embassies in Helsinki and New Delhi. In 1968/1969 he was appointed Deputy Secretary General of NATO[1].
In 1971 he was Turkish Foreign Minister in the government of Nihat Erim.
