Arnold Kanter was Under Secretary of State from 1991-1993, with responsibility for the day-to-day management of US foreign policy. Before that, he had been Special Assistant to President George H.W. Bush while part of General Brent Scowcroft’s National Security Council staff.
Prior to that, he served in a number of unspecified (i.e. intelligence connected) State Department jobs from 1977 to 1985. He was a Principal and founding member of the Scowcroft Group.[1]
In a statement at his death, CIA Director Leon Panetta called Kanter "one of America's brightest minds on intelligence and foreign policy."[2]
Revolving Door
Kanter moved in the lucrative revolving door from public to private sector, where it often serves as a delayed reward for favors given while in office. He was a Principal and founding member of The Scowcroft Group, where he took his connections from public service to sell strategic advice and direct assistance to companies in the aerospace, financial services, metals, transportation, chemical, and other industries. He also conducted risk assessments of market opportunities in East Asia and Russia.
