The Global Preparedness Monitoring Board describes itself as "an independent monitoring and advocacy body".[1]

Origins

In May 2018 the WHO and World Bank Group set up the GPMB.[2]

Own words

In its September 2019 report, the GPMB stated that the "goals of the Board are to:

  • assess the world’s ability to protect itself from health emergencies;
  • identify critical gaps to preparedness across multiple perspectives;
  • advocate for preparedness activities with national and international leaders and decision-makers."[3]

Criticism

The GPMB states "The world is not prepared for a fast-moving, virulent respiratory pathogen pandemic", where "50 - 80 million people could perish".[4] By focusing on "robust preparedness", pressuring national leaders to take "determined measures" against a declared pandemic situation, they overshot the target and recommended too severe measures (a ruinous global lockdown) that in the case of a false alarm (swine flu, Covid-19) led to exactly the major economic disaster they claimed they wanted to prevent.

Leadership

The co-chairs as of early 2020 were Gro Harlem Brundtland and Elhadj As Sy. The board claims to be independent, but the Gates Foundation is represented on the board by Chris Elias, and several of the members have ties to the pharmaceutical industry. Several of the board members were present at the Event 201 pandemic exercise.
