Tor-team might be short for something like "technical operational role - team", ie a list of all central team members and their job functions.
Or the name might possibly be a reference to Tor, a piece of software designed by the US military, which some people believe preserves anonymity online. "TOR Team" is the name at the top of the document, but the filename is File:Tor Team.pdf, uncapitalised. If it is a specialized group, the origin and activities are unknown.
