Markle Foundation is a spooky New York-based private "philanthropic" foundation established in 1927 by American industrialist/financier John Markle and his wife, Mary. Its focus is technology, "health care", and "national security".

Zoë Baird, President of Markle since 1998, has "led broad collaborations to drive transformative change for the economic security, health, and national security". Previously, she directed Markle’s efforts to use information technology to reform the intelligence community "to meet current threats", and to drive improvements in the quality and cost-effectiveness of health care, work that led to passage of major federal laws and transformation of business practice. [1]

History

Formally incorporated on April 26, 1927,[2] as the John and Mary R. Markle Foundation,[3] the organization began by funding traditional social welfare programs as well as projects that focused on medicine and medical research. In 1969, Lloyd Morrisett, the Markle Foundation's president at that time, shifted the foundation's focus to mass communications in a democratic society.

In 1948, the Foundation established an award to assist qualified people wishing to remain in academic medicine.[4]

Electronic health records

In 2006 the CIA-backed venture capital firm In-Q-Tel was investing money in Initiate Systems, a company that sells software used for managing electronic health records. The Department of Veterans Affairs' Veterans Health Administration uses Initiate Systems' Identity Hub software to help match patient records in a three-state regional health information organization, which has backing from the Markle Foundation's Connecting for Health.[5]

Spooky task force

Markle convened the Markle Task Force on National Security in the Information Age to "help create a collaborative environment for information sharing". The bipartisan Task Force developed policy and information technology recommendations for "protecting America against the threats of the modern era". Many of the recommendations of the Task Force informed the 9/11 Commission Report and have been incorporated in executive orders and legislation, including the Intelligence Reform and Terrorism Prevention Act of 2004 and the Protect America Act of 2007.[6]

Some members of the Markle Foundation Task Force under Dr. John Hamre included[7][8]:

  • William P. Crowell: CEO of Cylink, Inc. in Santa Clara, California. Crowell came to Cylink from the NSA, where he had a series of senior positions, including deputy director of operations and deputy director.
  • Eric Benhamou: vice chairman, Israel21c, a non-profit organization that seeks, according to its website, to "promote the 21st century Israe that exists beyond the conflict."
  • John O. Marsh: Former Secretary of the Army and Virginia Congressman. A member of the Advisory Panel to Assess Domestic Response Capabilities for Terrorism Involving Weapons of Mass Destruction. Recently, the Panel released its second annual report entitled "Toward a National Strategy for Combating Terrorism."
  • Wesley Clark: War profiteer and former "liberal" presidential candidate.
  • Gilman Louie: President and CEO of In-Q-Tel, a CIA front that delivers new technologies to the intelligence community.
