In 1995, Governor Pataki of New York and Governor Christine Todd Whitman of New Jersey, who jointly control the Port Authority's board, called selling off buildings and turning over public services to private companies, including its best-known asset, the World Trade Center. although previous studies concluded that such a sale would lose money. Another supporter was Mayor Rudolph W. Giuliani.[1] The Twin Towers ended up being leased to Larry Silverstein[2], who made $4.55 billion in insurance payouts after 911.
