Ernâni Rodrigues Lopes was a Portuguese economist and politician who was Minister of Finance between 1983 and 1985, during the third government of Mário Soares. His tenure was marked by the implementation of the harsh austerity measures required by the second IMF bailout of Portugal and the final negotiations for Portugal's accession to the European Economic Community. He attended the 1985 Bilderberg conference.

Education

He graduated from the Instituto Superior de Ciências Económicas e Financeiras (current ISEG, [Technical University of Lisbon]]), having received the D. Dinis Prize awarded to students with the best grades.[1]

Career

In 1964 he completed his military service as a Naval Reserve Officer between 1964 and 1967, and joined Banco de Portugal in 1967. He joined the statistical and Economic Studies Office of the Bank; as technical assistant, from 1967 to 1974, and director, until 1975.[2][3]

Parallel to his career at Banco de Portugal, he continued his academic career; he was an assistant at ISCEF between 1966 and 1974; he received his PhD in Economics from the Portuguese Catholic University in 1982. He took over the Institute of European Studies of this university from 1996.[4]

Ernâni Lopes' first public duties were as Ambassador to West Germany, then head of Portugal's mission to the European Communities from 1979 to 1983.[5] he would then become Minister of Finance and Planning between 1983 and 1985, which negotiated Portugal's accession to the then European Economic Community (EEC) and implemented the IMF program in the country in the early 1980s.

He was awarded the Grand Cross of the Military Order of our Lord Jesus Christ on 14 May 1984 and the Grand Cross of the Order of Infante D. Henrique on 15 June 1988.[6]

He died at the age of 68, at the IPO in Lisbon, after a 4-year fight against lymphoma.[7][8]
