After leaving Stanford, Dr. Sikora returned to Cambridge to direct the Ludwig Institute for Cancer Research. From 1985 to 1997, he served as the clinical director for cancer services at Hammersmith Hospital in London, where he established a cancer research laboratory. In 1997, he accepted a position as the Chief of the Cancer Program of the World Health Organization, which he held for two years. Admission of government psy-ops
During a debate the Cambridge Union on April 23,2020, on the UK coronavirus lockdown, Sikora, an advisor on the coronavirus crisis to 10 Downing Street, described the lockdown in the UK as “a very British lockdown, a very gentle lockdown.” and then followed with this admission[1]:
“Very powerful psy-ops came into play. The familiar slogan “stay home, protect the NHS, save lives” is familiar now to all of us. And that was the creation of the behavioral insights team in Number 10 Downing Street. Remarkable psychology behind that. I think the team were even very surprised by how well we behaved.”

Criticism of National Health Service
During President Obama's push to enact healthcare reform, in early May 2009 he appeared in a Republican Party attack ad in the United States criticising NICE and the NHS. In the attack ad, Sikora was referred to as professor of oncology at Imperial College. This led Imperial to seek legal advice to stop Sikora from claiming to be a professor of cancer medicine at Imperial; a claim that he was understood to have made repeatedly over the previous five years.[3] On 29 January 2009, Sikora had introduced himself to a Commons health select committee as "...professor of oncology at Imperial College for 22 years"[21]
On BBC in 2017, he described the NHS as "the last bastion of communism".[4]
Release of Libyan convicted of Lockerbie bombing
In September 2009, Abdelbaset al-Megrahi, the man framed for the Lockerbie bombing was released from a Scottish prison on compassionate grounds. Sikora was one of three different doctors hired by the Libyan government to report to them about Megrahi's condition. Sikora's report concluded that Megrahi had only 3 months to live due to terminal prostate cancer. (Meghari died almost three years later).
