First Co-Director of the National Reconnaissance Office In office Sep 1961 - Feb 1962

He studied history at Yale University, and was tapped, but declined membership in Skull and Bones, although his brother William joined.

CIA career

Bissel was a senior Central Intelligence Agency officer responsible for major projects such as the U-2 spy plane and the Bay of Pigs Invasion.
