Michael R. Carpenter is a career Foreign Service Officer with the State Department and since November 3, 2021 serves as the Permanent Representative of the United States of America to the Organization for Security and Cooperation in Europe (OSCE).

He was a Managing Director of the Penn Biden Center for Diplomacy and Global Engagement at the University of Pennsylvania.
