Klaus Kinkel was a German politician, spook, diplomat and lawyer who was as minister of Foreign affairs (1992–1998) and vice-chancellor of Germany (1993–1998) in the government of Helmut Kohl. He also led the intelligence service BND from 1979 until 1982.
