Tugay Özçeri was a Turkish diplomat. He was twice Turkey's Permanent Representative to NATO.

Career
Özçeri graduated from TED Ankara College and then from Ankara University, Faculty of Political Sciences in 1963. Before joining the Ministry of Foreign Affairs, he played football in Ankara Gençlerbirliği Sports Club in the 1st Football Division between 1959-1962 and played in the Youth National Team 7 times during this period.
Between 1972 and 1974, he served as the Assistant Secretary of the Minister of Foreign Affairs, and as Undersecretary at the Permanent Representation of NATO between 1974-1978.
He worked at the Ministry of Foreign Affairs between 1979-1988. He left temporarily and served as an NATO Executive Secretary. In 1988, he returned to the Ministry of Foreign Affairs and became the General Manager of Joint Security Affairs.
He was Turkey's Ambassador and Permanent Representative to NATO betwwen October 1988 and January 1989. He was then appointed the Deputy Undersecretary for Bilateral Political Affairs from January 1989 to July 1989 and as the Undersecretary of Foreign Affairs from July 1989 to June 1991.
Subsequently, he served as NATO Permanent Representative for the second time between June 1991 and October 1997. From October 1997-July 1999 he worked in the Foreign Ministry's International Cooperation and Development Agency (TIKA), where he became its president.
Finally, he took part in the Foreign Policy Advisory Board of the Ministry between 1999-2003. In August 2003, he asked for early retirement at the age of 63 due to an illness.
