Roberto Artur da Luz Carneiro was Portuguese politician who attended the 1992 Bilderberg meeting.[1][2]
Education
He holds a degree in Chemical Engineering from Instituto Superior Técnico and a master's degree in Human Resources Economics from the University of Ulster in Northern Ireland[3]. He was director of the university newspaper Tempo (1965-1970).
Career
He was an assistant at the Instituto Superior Técnico (1970-1974), director-general and director of services at the Ministry of Education (1973-1979) and deputy to the Minister of Foreign Affairs João de Freitas Cruz (1978).
In the 1980s and 1990s, he was a member of three Portuguese governments — he was Secretary of State for Education 1980-81, Secretary of State for Regional and Local administration 1981-83 and Minister of Education 1987-91. As Minister of Education, he also supervised the Directorate-General for Sports, about which a court case took place, as a result of which he was accused of the crime of embezzlement and violation of the rules of budget execution, for having signed orders authorizing the payment of 150 thousand in subsidies and compensation to the former Directorate-General for Sports. However, he invoked the status of a political office holder to obtain separation of cases and obtained an acquittal. He even presented an case to the then Attorney General of the Republic, José Souto de Moura, complaining of the "persecutory, arbitrary and totalitarian" performance of the prosecutor responsible for the judicial process, who filed a criminal complaint against Roberto Carneiro for slanderous denunciation. The prosecutor's criminal complaint was dismissed by the Lisbon Criminal Court and Roberto Carneiro was acquitted.[4][5]
After politics, he became an associate professor at the Faculty of Human Sciences of the Catholic University of Portugal (UCP) and president of the Institute for Distance Education and Training, having been president of the Center for studies of peoples and cultures of Portuguese expression at UCP.
Other positions
At the international level, he has worked as a consultant to organizations such as UNESCO, the World Bank, the OECD or the Council of Europe, in fields such as education and education policy, development cooperation, governance and public administration. He was also director of the Journal Colóquio/Educação e Sociedade (1977-1999) and member of the General Council (1997-2001) of the Calouste Gulbenkian Foundation, president of the Fontes Pereira de Melo Institute (1983-1986), chairman of the Board of Directors of the Portuguese School of Macau Foundation (1998-2004), chairman of the Planning and Implementation Support Commission of the Catholic University of Angola (since 1991), chairman of the Board of Directors of TVI (1992-1996), vice-president of the Information Society Forum (1995-1999) and of the Education/Training Reflection Bureau (1995-1998) of the European Commission, president of the Technical-Scientific Council of Casa Pia (2003-2004).
He has published hundreds of scientific articles, was responsible for dozens of investigations and directed several encyclopedias.
Awards
On 8 June 2009, he was awarded the Grand Cross of the Order of Infante D. Henrique and on 10 May 2017, on the occasion of his 70th birthday.Anniversary, with the Grand Cross of the Order of Public Instruction.[6] He is also an honorary Doctor of Science in education and presentation fellow of King's College London. He also holds an honorary doctorate in education from the University of Alberta and in Human Sciences from the Catholic University of Portugal.
