Kyriakos Pierrakakis is a Greek politician who was Minister of State and Digital Governance in the Cabinet of Kyriakos Mitsotakis,[1] where he, as one of the first countries in the European Union, introduced digital Covid vaccination certificates.[2] He attended the 2022 Bilderberg meeting.

Education

In 2001 he graduated from Lycée Léonin. From 2001 to 2005 he attended Athens University of Economics and Business and received a bachelor’s degree in computer science. From 2005 to 2007 he attended the spooky John F. Kennedy School of Government at Harvard University receiving a Master in Public Policy. From 2007 to 2009 he attended Massachusetts Institute of Technology for a Master of Science in Technology and Policy.[3]

Political career

After returning to Greece, he became president of the governmental Foundation for Youth and Lifelong Learning. He also was an advisor to then-Minister Anna Diamantopoulou at the Ministry of Development.

From 2015 to 2019, he was research director of "diaNEOsis", an think tank solely funded by the businessman Dimitris Daskalopoulos.[4]

Pierrakakis began his political career when elected member of the PASOK Political Committee in 2012. In 2014 he was a candidate for the European Parliament. Pierrakakis was placed sixth on the Elia ballot.[5] During the New Democracy – PASOK coalition government he was member of the Greek negotiation delegation with the “Troika”[6] appointed by Minister Evangelos Venizelos. He was elected to parliament in 2019.

Minister for Digital Governance

The election of Kyriakos Mitsotakis as leader of New Democracy brought him closer to the party, and several months before the elections, he undertook the creation of a plan for the digital transformation of Greece. On 9 July 2019, he was appointed Minister of State and Digital Governance by Kyriakos Mitsotakis. During his tenure, Pierrakakis drove a major digital transformation of Greece's public services. His initiatives included the development of gov.gr, Greece’s integrated platform for government services, the Gov.gr Wallet app for digital IDs and driving licenses, and the MyHealth app for electronic healthcare records.[7]

Greece was one of the first countries in the European Union to introduce digital Covid vaccination certificates.[8] By June 2026, Greece tried to lure people under 26 to get a Covid jab with a $180 incentive. Pierrakakis, said the digital wallet credit can be redeemed only for activities relating to tourism and entertainment.[9] By January 2022, people aged 60 years or older in Greece who have not yet received or booked their jabs was be fined €50. If they still refuse the "vaccination", this fine was be increased to €100, and was at the time stated to continue monthly without any pre-defined end.[10]

Minister of Education

Since his appointment as Minister of Education in July 2023, Pierrakakis has led legislative changes in Greece's education sector. This includes the passage of a bill that establishes a legal framework for the operation of private foreign universities in the country, as well as the creation of a digital educational portal and digital classes.[11]

Under Pierrakakis, the introduction of the International Baccalaureate (IB) in public Model schools nationwide was launched, starting September 2026.[12]

Minister of National Economy and Finance

On 15 March 2025, Pierrakakis became Minister of National Economy and Finance. In early 2026, he views positively the decision made by the six largest EU countries to accelerate market integration.[13]
