Umar Aliyevich Dzhabrailov is a Russian politician and advisor to Sergei Prikhodko, the Assistant to the President of Russia,[1] He also is the vice president of the Artists Union of Russia, a member of the Russian delegation to the Parliamentary Assembly of the Council of Europe[2] and was the representative to the Federation Council of Russia from the executive body of the region of Chechnya (2004–2009). He is an ethnic Chechen.
His business career is associated with several murders. Dzhabrailov (misspelled Umar Dzhabrallou) was mentioned in Jeffrey Epstein's black book.
Early life
From 1973 to 1977, Dzhabrailov studied in the Rospotrebsoyuz College in Moscow. From 1977 to 1979, served in the Soviet Army in the Strategic Missile Forces in Korosten in Ukraine, holding the rank of Captain. (The rocket forces got allocated the best recruits, meaning that Dzhabrailov is smart). In 1985, Dzhabrailov graduated with honors from the Moscow State Institute of International Relations (MGIMO) of the Ministry of Foreign Affairs.
Business career
In 1989 Jabrailov began working as a representative of a number of foreign companies in Moscow
He earned his first capital on so-called Chechen notices, receiving money from the Central Bank using non-existent bank warrants: such scams were widespread in the early 1990s, when a telegram with a password was enough to transfer funds.
In 1989, he became general director of LLP "Danako", which owns a network of gas stations in Moscow and the region, and has a contract for the supply of petroleum products for state enterprises.
In the mid 1990s, he was involved in the killing of his American business partner, Paul Tatum; the killing was because of a series of disagreements over the Radisson Hotel[3] In 1996, Paul Tatum accused Jabrailov of planning to assassinate him. In November of the same year, he was shot dead. Jabrailov's involvement could not be established, but he is banned from entering the United States. In 1997 Jabrailov was transferred to the position of adviser to the general director of the Radisson Hotel.
In 2001, he was appointed Chairman of the Board of Directors of First Mutual Credit Society Bank.[4] From 2001 to 2004, he was a President of the "Group Plaza”.[5] From 2004 to 2009, he was a senator of the from the Chechen Republic.
2001 — head of the board of directors of OJSC "First Mutual Credit Community Bank".[6] Umar was linked to the murder of the vice president of Pershe OVC bank, Ludmila Krasnoher. According to GUBEP, she was against Jabrailov's scams with the shares of a number of Moscow banks, which could lead to bankruptcy, and this gradually turned into an open conflict between them.
In 2004 he made a hajj to Saudi Arabia with Chechen President Akhmat Kadyrov.
In November 2006, he suggested to president of Chechnya, Alu Alkhanov, to leave his post. He did so in February 2007, and Ramzan Kadyrov was appointed in his place.
Umar's brother Husein Jabrailov ran for the presidency of Chechnya on August 29, 2004, but withdrew his candidacy. In October 2006, he was appointed deputy head of the government of Chechnya, in charge of industry, economy and energy issues, and held this position until 2007.
From 2009 to 2013 he adviser to the assistant to the Deputy Prime Minister of the Russian Federation Sergei Prikhodko.
Hotel incident
On August 30, 2017, Jabrailov was detained by the police at the Moscow Four Seasons Hotel on charges of hooliganism , after he opened fire with a prize pistol in his room. [7] On the evening of August 30, the police released Dzhabrailov on recognizance . According to the Ministry of Internal Affairs, Jabrailov staged a shooting in the hotel, holes in the ceiling and white powder were found in his room. A little later, Jabrailov said that the shooting was related to the state of his nervous system and previous contusions during the hostilities in Chechnya.[8]
On October 27, 2017, Jabrailov was found guilty by the court under Part 1 of Article 6.9 of the Code of Administrative Offenses of the Russian Federation (use of narcotic drugs or psychotropic substances without a doctor's prescription or new potentially dangerous psychoactive substances). A fine of 4,000 rubles was imposed.[9]
He was a member of the United Russia party until 2017. On December 5, 2017, Jabrailov was expelled from the party. The exception is related to the incident the Four Seasons Hotel.
Personal life
Dzhabrailov is often associated with famous Italian and Russian designers and artists, including Roberto Cavalli, Aldo Rota, and well acquainted with Zurab Tsereteli.[10] With Roberto Cavalli. he opened the restaurant Just Cavalli on the site of the restaurant Prague.[11][12] Dzhabrailov is a collector of works of art, including paintings by Russian artists.[13] and has often supported the arts.[14] Since 2010 he has been actively involved in the Moscow Forum of Culture.[15]
He has two daughters from his first marriage. He is currently married to a Russian musician. Dzhabrailov is fluent in English, German and Italian and understands French, Spanish and Czech. He holds a diploma of the Federation Council.[16] He is an academician at the Russian Academy of Natural Sciences.[17]
