Schlachter was indicted in connection with the criminal investigations of former CIA employees Frank Terpil and Edwin Wilson for selling arms to Libya.[2]

The New York Times reported in 1982 that "Mr. Schlachter, according to Federal investigators, is the first person to provide detailed first-hand information linking senior Central Intelligence officials to Mr. Wilson's operations in Libya."[1]

Secord v. Schlachter

Schlachter was then hiding from United States authorities in central Africa and had been threatened by Wilson, then in Libya.

Schlachter told a CBS reporter that Major General Richard Secord had helped Edwin Wilson buy Russian military equipment in Libya, and that Secord had helped Wilson sell military equipment to Iran, including an intelligence ship, and that Secord shared in the profits of those sales with Wilson.

Richard Secord sued Schlachter, won the case, and was awarded $1,000,000 compensatory damages and $1,000,000 punitive damages.[2]
