Michael R. Carpenter is a career Foreign Service Officer with the State Department and since November 3, 2021 serves as the Permanent Representative of the United States of America to the Organization for Security and Cooperation in Europe (OSCE).
He was a Managing Director of the Penn Biden Center for Diplomacy and Global Engagement at the University of Pennsylvania. From 2015-17, Dr. Carpenter served in the Pentagon as Deputy Assistant Secretary of Defense for Russia, Ukraine, Eurasia, and Conventional Arms Control. Before that he worked in the White House as a foreign policy advisor to then-Vice President Biden and as Director for Russia at the National Security Council.[1]
He was a nonresident senior fellow with the Atlantic Council’s Eurasia Center.[2]
