Federal Minister for Post and Communication
As Federal Minister for Post and Communication (1982-1992) and chairman of the Research Committee on New Information and Communication Technology (BTX data transfers) he led the privatisation of the until then state-owned Deutschen Bundespost including TV, GSM standart for mobile phones, mail, telefone and the future internet.
