The Moscow School of Civic Education (known until 2014 as the Moscow School of Political Studies) appeared in the public sphere in 1992, as "an independent non-government non-profit organisation founded with money from the Council of Europe" - which of course is NATO government money.[1]
History
The Council of Europe Schools of Political Studies were established to train future generations of political, economic, social and cultural leaders in countries in transition. The first School of Political Studies was created in Moscow in 1992 by a group of civil society activists. Since then, 20 other schools have been set up along the same lines. They now form a network covering the whole of Eastern and South-Eastern Europe and the Caucasus, as well as some countries in the Southern Mediterranean region.[2]
The network of schools partnered with the usual suspects, including Open Society Foundations, National Endowment for Democracy, NATO Public Diplomacy Division and United States Agency for International Development.[3]
By a decision of 22 December 2020, the General Prosecutor's Office of the Russian Federation and the Ministry of Justice recognised the Council of Europe Association of Schools of Political Studies as an undesirable organisation in the territory of the Russian Federation. On 14 July 2021, the Tverskoy District Court confirmed the decision of the Prosecutor General's Office of the Russian Federation and the Ministry of Justice. The School ceased all activity on the territory of Russia.[1]
