1963-68 he was Senator from Sicily, and sat in the foreign affairs committee.[1] 1963-64 he was State Secretary for foreign trade.

In 1974, he was Ambassador to Portugal.[2]

From 1975 to 1979 he was Ambassador to Turkey.

He is mentioned in a Letter From the President’s Assistant for National Security Affairs (Henry Kissinger) to the Ambassador to Italy (Martin): "Finally, in a discussion with Girolamo Messeri, General Marchese and General Piccardo, all emphasized the need for more effective propaganda by the US.
