In 1987 a secret contingency plan titled "Alien Terrorists and Undesirables: A Contingency Plan", for rounding up thousands of legal alien residents of eight specified nationalities were exposed. The plan was leaked in connection with a lawsuit. The nations were Libya, Iran, Syria, Lebanon, Tunisia, Algeria, Jordan and Morocco.
