NATO's Clandestine Planning Committee coordinates (or coordinated) Operation Gladio. Its relationship to the Allied Clandestine Committee is unclear. If it ever was on any national government's record, it seems to have moved off them and can be considered a deep state group.
Origins
Gladio was originally coordinated by the Clandestine Committee of the Western Union (CCWU), founded in 1948. After the creation of NATO in 1949, the CCWU was integrated into the “Clandestine Planning Committee” (CPC), founded in 1951 and possibly overseen by the SHAPE (Supreme Headquarters Allied Powers Europe).
Denial
In the late 1990s, Swiss historian Daniele Ganser submitted a request to NATO Archives for any material relating to the CPC and they denied having any relevant material.[1]
