Official Narrative
On the day after Oswald's assassination, US Deputy Attorney General Nicholas Katzenbach wrote a memo stating that it was important then to persuade the public that "Oswald was the assassin," and that "he did not have confederates."[1] The Warren Commission did indeed conclude that Oswald was a "lone nut" killer.
Problems
Far from being unknown to the authorities, there were multiple files on Oswald. He was sent to Russia, and (debatably) Mexico before the event. His FBI file had a flurry of activity just before the JFK Assassination. While arrested he was quoted as saying "They are just taking me in because of the fact that I lived in the Soviet Union I'm just a patsy." [Citation Needed]
Mark Gorton writes that "Oswald could have been made to look like a racist, a Cuban, a Russian, or even to have mob ties." He notes that "Russian intelligence was aware of the plans to kill Kennedy, and they were aware that through Lee Harvey Oswald they were to be set up to take the blame. So in September of 1963, the KGB attempted to kill Lee Harvey Oswald to prevent themselves from being sucked into a false war, but the assassination capabilities of the Russians within the United States were fairly limited, and the KGB was unable to kill Oswald."[2]
