Before World War 2, he worked for the Workers' Press and was a partner in the Accounting Office of the later minister Jo van de Kieft. Kuin belonged to the Social Democratic Party.

After the war, he became a director and advisor of the multinational corporation Unilever.

Kuin was an important advisor to Minister Hein Vos of Economic Affairs (1945-56).
