An agreement with a “classified, secret part”

The UK-Ukraine 100-year partnership agreement was signed by UK Prime Minister Keir Starmer and Ukraine's President Zelensky in Kiev on 17 January 2025. The agreement aims to build military, economic and cultural ties and comes at a time when future US support for Ukraine is uncertain.

The 100-year partnership agreement comprises:

  • A legally binding treaty, the text of which has been published but not yet laid before Parliament
  • A political declaration outlining specific areas of practical cooperation

The partnership deal is expected to “bolster” military collaboration through a “framework” to strengthen Baltic Sea, Black Sea and Azov Sea security and “deter ongoing Russian aggression”. However, Starmer declined to be drawn by questions from the media about whether the UK would send troops to Ukraine.[1]

“Classified, secret part” of the agreement

Zelensky praised the agreement, saying:

"Relations between Ukraine and the UK are now closer than ever.
“The one hundred-year partnership agreement with the UK can definitely be replicated with other countries, further developing our partnerships."
He said being included in the pact would assist various spheres of society, including education and technology.
He added there was a “classified, secret part” of the agreement, without elaborating.[2]

Background

Several agreements already underpin the UK’s relationship with Ukraine, including:

  • a 15-year Memorandum of Understanding on defence cooperation signed in 2016
  • Political, Free Trade and Strategic Partnership Agreement signed in 2020
  • a ten-year Agreement on Security Co-operation signed in January 2024

The previous Rishi Sunak government described the Agreement on Security Co-operation, which gave long-term security guarantees to Ukraine, as “the first step in developing an unshakeable hundred-year partnership between Ukraine and the United Kingdom.”

Ukraine’s energy sector

The UK will be a preferred partner for Ukraine’s energy sector, including on projects developing:

  • renewable energy sources
  • a critical minerals strategy
  • green steel production

Reactions

Russia’s Foreign Ministry spokesperson Maria Zakharova called the agreement “null and void” and a “PR step” on the way to making Ukraine “a new British colony”.[3]

Meanwhile, US intel officer Tony Shaffer revealed why Zelensky acted so brazen in Oval Office on 28 February 2025. According to Shaffer, Zelensky secretly signed a 100-year deal with the UK on January 17, securing Ukraine’s resources for Starmer’s government. Meanwhile, he continued talks with the US, misleading them while already committed to the UK – essentially playing both sides... until 'Trump found out he was being played'.[4]
