Project Monarch was the code name for a covert, illegal human research program, run by the CIA.
Official narrative
Richard Helms ordered the destruction of all CIA paperwork on MK-Ultra. As of July 2016, Wikipedia had a redirect for this name to Cathy O'Brien.
