Notwithstanding the fact that none of the accused "19 Hijackers" was Iranian, in 2011 U.S. District Judge George Daniels signed a default judgment finding Iran, the Taliban and al Qaeda liable in the attacks. He ordered Iran to pay $10.5 billion to victims and insurers of the attacks. Iran was ordered to pay $7.5 billion to 9/11 victims’ families; $6.88 million in punitive damages, and $2 million to each victim’s estate for pain and suffering. Additionally, the insurance companies who paid for property damage and claimed their businesses were interrupted were awarded $3 billion.[1]

In September 2015, Daniels ruled that Saudi Arabia had "sovereign immunity" from prosecution in regard to the events of September 11.[2] However, in September 2016, US Congress passed the Justice Against Sponsors of Terrorism Act which allowed survivors and relatives of victims of “terrorism” to sue foreign governments. In March 2018 Daniels decided that the plaintiffs' allegations "narrowly articulate a reasonable basis" for him to assert jurisdiction, so that lawsuits against Saudi Arabia can proceed.[3]
