Bernard Wood was director of the North South Institute, evaluating official programs of development assistance[1]. He attended the 1985 Bilderberg meeting, where one of the subjects was How Should The West Deal With Developing Countries?.

Education

Woods took a degree in history at Loyola College Montreal and International Affairs at Carleton University. He received a commission as a Second Lieutenant in the Canadian Army while at university.[1]

Career

From 1976 to 1989 he was the founding Director of the North-South Institute in Canada. In the 1980s, he was a pioneer in taking evaluations of official programs of development assistance to the critical country level and in deepening assessments of civil society assistance.[2]

From February 1989 to July 1992, he was Chief Executive Officer of the Canadian Institute for International Peace and Security (CIIP), a position to which he was appointed by the Secretary of State for External Affairs for Canada.[3]

He was a leading researcher and commentator on issues of international affairs and defence for 15 years. Wood was advisor to Canada's parliament, a prime minister and a minister of different parties.[1]

He has represented Canada on a number of delegations to the United Nations and other international bodies.[3]

In 1993 he was a Fellow of the Center for International Affairs at Harvard University, focusing on a major review of the state of theory and comparative practices in development and development co-operation.[3]

He became Director of the Development Co-operation Directorate of the OECD in September 1993.[3], which he led until 1999.[4]
