Andrei Kelin is a Russian diplomat who is the incumbent Ambassador of Russia to the United Kingdom since November 2019.[1]

Career

Born in 1957, Kelin embarked on a diplomatic career, joining the Ministry of Foreign Affairs in 1979. He was in various posts in embassies in Europe, and took part in arms-limitation talks and then in the ministry's department of Pan-European Cooperation. After a period as Deputy Permanent Representative of the Russian Federation to NATO and then representative to the Organization for Security and Co-operation in Europe, Andrey Kelin eventually rose to be in charge of the Department of Pan-European Cooperation in 2015.

Ambassador

Andrei Kelin tells Sky News that the United Kingdom is "too deep" in the Ukraine war.

On 5 November 2019, Andrey Kelin was appointed Ambassador of Russia to the United Kingdom, succeeding Alexander Yakovenko, who had been recalled in August.[2]

Personal ban

On 20 June 2022, Andrei Kelin received a personal ban on entering the Westminster Parliamentary Estate. The ban, which also applies to all other accredited Russian diplomats and officials in the UK, has been operating informally since Russia began its invasion of Ukraine in February, but has now been confirmed in writing for the first time.

The note to parliamentarians from the Commons Speaker and the Lord Speaker reads:

As the formally accredited representative of the Russian government, the Ambassador will not be welcomed onto the Parliamentary Estate until further notice.[3]

On 26 October 2024, the Russian Embassy posted on X:

Ambassador Andrei Kelin: We will continue to demand from the British authorities credible information regarding the fate of Sergei and Yulia Skripal.
If the Skripals do not wish to receive any assistance or attention from our state, they should be allowed to say so themselves.[4]
