The Institute of Modern Russia (IMR) is a non-profit public policy organization — a think tank — which claims to be nonpartisan. It has offices in New York and Washington D.C. It was founded on 3 February 2010, by "leading experts in Russia-US relations and human rights". According to the Institute's mission statement:
"... through its research, advocacy, public events and grant-making, IMR is committed to fostering democratic values, respect for human rights and the rule of law, and the development of civil society in Russia; the promotion of a principles-based U.S.-Russia dialogue; and the integration of a modern and forward-looking Russia into the community of democracies."
However, the statement, together with its ex-patriot senior staff, their uniformly US-educated backgrounds, the locations of its offices and certain buzz-phrases such as "the community of Democracracies" above, together give the lie to its claims of being "non-partisan". In reality it is thoroughly integrated with - and thus in service to - the orthodox western world view of globalising capitalist development under the hegemonic leadership of the Anglo-US Establishment; in other words thoroughly partisan as between the Western uni-polar and the nascent Eurasian multi-polar world views.
It is a typical example of what is referred to in domestic Russian policy circles as "Russia's 6th Column" - ie those ex-patriot organisations working against the the domestic Russian establishment. Their counterparts inside Russia are similarly referred to as "The 5th Column" and, post the Ukraine coup of 2014, near universally despised as unpatriotic organisations serving the interests of foreigners.
A 2013 Commonwealth Club of California seminar-note said that Pavel Khodorkovsky (President, Institute of Modern Russia) maintains close relationships with many Russian opposition leaders and will relay his thoughts on the current political situation and how Americans can support the democratic process.
The president of IMR is Pavel Khodorkovsky, the son of Russian former multi-billionaire Mikhail Khodorkovsky (who was released from prison in Dec 2013  ; the Institute's advisors include Vladimir V. Kara-Murza (Senior Policy Advisor: former Adviser to the Russian Federation Opposition Leader), Richard Sakwa and Andrei Piontkovsky. Lyudmila Alexeyeva is a Trustee of the Institute.
IMR is a federal tax-exempt Section 501(c)(3) public charity, incorporated in New Jersey. Headquarters of Institute of Modern Russia, Inc. are at 231 W 29th Street Suite 908 New York, NY 10001 United States (1-10 employees).
Michael Weiss is a columnist at NOW. He also writes a weekly column for Foreign Policy and is a fellow at the Institute of Modern Russia. An example of recent work: "We have heard innumerable explanations for how 298 people were blown out of European skies on July 17, none of them not so simple as the truth: Russian-backed separatists, using Russian-provided anti-aircraft batteries, shot Malaysia Airlines Flight MH17 down, believing it to be a Ukrainian military cargo plane. The most imaginative of the counter-narratives came from RT, the Kremlin-owned fake news channel..". He is Editor-in-Chief of The Interpretermag.

In partnership with the London-based Herzen Foundation, the Institute runs a special project called The Interpreter Mag, a daily online journal committed to translating Russian-language media and blogs into English and publishing original features, reports, op-eds and interviews, with the goal of making the Russian-speaking world accessible to Western journalists, analysts, policymakers, diplomats and laymen.
