After a 3-0 vote gave immunity from prosecution to the defendants[1] in Saleh v. Bush, Graber stated that the Westfall Act "covered even heinous acts" and that “the actions that [Bush administration officials] took in connection with the Iraq War were part of their official duties.”[2]
