This group coordinates (or coordinated) Operation Gladio. Its relationship to the Allied Clandestine Committee is unclear. If it ever was on any national government's record, it seems to have moved off them and can be considered a deep state group.
Origins
Gladio was originally coordinated by the Clandestine Committee of the Western Union (CCWU), founded in 1948. After the creation of NATO in 1949, the CCWU was integrated into the “Clandestine Planning Committee” (CPC), founded in 1951 and possibly overseen by the SHAPE (Supreme Headquarters Allied Powers Europe).
Exposure and Independence
The committee is mentioned and outlined in Allan Francovich's film on Operation Gladio.[1] That film stated that far from being overseen by NATO, "The entire organisation is handled outside of NATO." Instead, it stated that the CPC meets periodically and chairmanship is handed from one member country's intelligence agency to the next. This would seem a better fit with the claimed ignorance of national and NATO leaders.
