Overview
The Montaigne Institute brings together business leaders, senior civil servants, academics, people from civil society and from a wide variety of backgrounds, in what is called "the extreme center" of politics (nominally moderate, but pushing extreme militarism, police powers, and pro-corporate policies), specializing in soft power methods. It has been called " war machine at the service of Macron".[1]
Institut Montaigne focuses on four main policy fields:
- Social cohesion: education, higher education, employment, lifelong learning
- Public policy: pension, justice, healthcare, environment, European issues
- Competitiveness: firms, energy, transports, labor laws, digital economy, financial markets regulation
- Public finances: taxation, local finances, public spending, local authorities.
Funding
The Institute is an independent, non-profit think tank funded by 160 big corporations (i.e. a loss leader for the businesses). One of the Institute's main missions is to promote neoliberal, anti-labor policies.
Same address as Macron's party
In 2016, Claude Bébéar, the founder of the Institute, came out in support of Emmanuel Macron, "Emmanuel Macron is the solution for France!".
Institute Leader Henri de Castries wrote a gushing summary ('12 months of Jupiter') of President Macron's first year in power, praising his pro-EU stance, destruction of labor laws and education reforms largely written by Institute Montaigne.[2]
Laurent Bigorgne, director of the Institute, is close to Emmanuel Macron, a “longtime friend”. He worked on the future president’s program, notably in the field of education, where former member of Montaigne, Jean-Michel Blanquer, became minister.[3]
Before Macron ran for president, he launched a new, astroturfed, political party, "En Marche", with has the same registered address as the private address of Laurent Bigorgne, or rather as, En Marche scrambled when this secret connection was revealed, "his wife, who is a personal friend of Emmanuel Macron".[4],
