Lt. Col. Pete Raffa was the Ohio Air National Guard commander out of Toledo, Ohio, Commander of Operations, 180th Fighter Wing scrambled on 9/11. The Pentagon says at 10:17, but eyewitness saw them at 09:00. "May have shot down the plane called Flight 93".[1]
