Joseph Cofer Black, known as Cofer, is the Vice Chairman of the American mercenary organization Xe (Blackwater) USA and Chairman of Total Intel. He was appointed Ambassador at Large and Coordinator for Counter-terrorism by President George W. Bush in December 2002. He was a Director of the CIA's Counterterrorism Center. Black is known for his leading role in the CIA's worldwide kidnapping and torture programme, generally known as 'extraordinary rendition'.[1]
