Vincent Waiswa Bagiire is an Ugandan "thought leader" who was selected a Young Global Leader by the World Economic Forum in 2014. As of 2024, he was Permanent Secretary in the Ministry of Computing and Information Technology and National Guidance.
Education
He holds an MBA from Glasgow Caledonian University, a MSC in Macroeconomics from the University of Bradford, Bsc Computing and Information Technology from the University of Derby and a Bachelor of Laws from the Robert Gordon University in Aberdeen.[1]
He has also attended professional courses at Said Business School and Blavantnik School of Government at the University of Oxford and Internet Governance at the Diplo Foundation.[1]
Additionally, he has attended a Leadership Course at Wits University in South Africa, Public Policy Economics at both the Lee Kuan Yew School of Public Policy and the University of Oxford, Emerging Technologies at the World Economic Forum and Regulatory Affairs at the International Center for Parliamentary Studies in London.[1]
Career
Bagiire was the Chief Executive Officer, Bridges.org a Washington DC based IT policy NGO.
He also established the Centre for International ICT Policy for East and Southern Africa (CIPESA) as well as BROSDI, a non-profit organization, Uganda.[2]
Prior to joining the Ministry of ICT and National Guidance, he was a Member of Parliament and Chairperson, Parliamentary Sessional Committee on Information and Communication Technology.[1]
In April he 2020 announced that "over the months of May and June, the three partners will demystify the myths around COVID-19,"[3], where "the government will make efforts to ensure the public is given the right information".[4] In cooperation with the German Konrad Adenauer Foundation, the Uganda Broadcasting Corporation will host webinar sessions focusing on " the science behind the virus" and "the threat of misinformation during a pandemic "[4]
