Investigation
In the late 1960s Lancashire police carried out several investigations into Cyril Smith's sexual behaviour with juveniles, compiling an 80-page file, and may have been ready to prosecute.[1]
Arrest for child sex
Jack Tasker, a retired Lancashire Police Detective Sergeant who carried out the third investigation into Smith in 1969 following two by Rochdale police, told Sky News the MP may have exposed several other sex offenders. He said the investigation into his alleged child abuse at Cambridge House care home was stalled because “other people were rather worried that if Cyril Smith went before a court, he would open his mouth”.[2]

South African blackmail
An attempt to blackmail Smith took place around the time of the "Lib-Lab pact" of 1977-78, when the Labour government was maintaining power with the support of Liberal MPs.[4]
British police became aware of the plot in the mid-1970s while questioning a man over an art theft. He was subsequently convicted for possession of stolen goods. The individual told police he had film footage of Smith sexually abusing boys. Detectives established that the man had links with the South African embassy in London and appeared to be working on behalf of BOSS, the apartheid-era intelligence agency, which was attempting to undermine Liberal MPs and others they regarded as unsympathetic to the regime.
According to the official narrative, the attempt was unsuccessful and British Special Branch "found the man had no credible evidence of Smith abusing children. The individual escaped prosecution for attempted blackmail and no action was taken against Smith."[4]
