Ernst Welteke is a German economist and politician. He was the president of Deutsche Bundesbank from September 1999 until he was forced to resign in 2004.

The German Central bank studied the possibility of insider trading. Welteke stated that the German researchers found “almost irrefutable proof of insider trading”,[1] stating that “What we found makes us sure that people connected to the terrorists must have been trying to profit from this tragedy.”[2]

Resignation

Welteke resigned in April 2004 after it was publicised that he and his family had accepted a €7,600 free stay in Berlin's top Adlon Hotel.[3][4]
