Child pornography
Child pornography, and sexual intercourse with minors in particular, has long been a central plank of statecraft (pedophocracy), because of the popularity and effectiveness of sexual blackmail, among other utilities practical to controlling the levers of power. Pedophilia has replaced homosexuality, a formerly important part of the deep state repertoire that is now legal in most Western jurisdictions.
