Dr. Paul Norman Ylvisaker headed Lyndon B. Johnson's Task Force on Cities and helped forge his model-cities program. As the Ford Foundation's public affairs director, he funneled money to social programs predating the Federal war on poverty.[1][2][3][4][5]
