Inter-Services-Intelligence, more commonly referred to as the ISI, is Pakistan's premier intelligence agency. Michel Chussodovsky reports that it is controlled on a tight rein by the CIA since the Soviet Afghan War.[1]

General Mahmoud Ahmad, head of the ISI, met Marc Grossman, US Under Secretary for Political Affairs on or shortly after 9-11.[citation needed]
